GREATER HILLWOOD CITIZENS ASSOCIATION
CONSTITUTION
ARTICLE I NAME
The name of the organization shall be the “Greater Hillwood Citizens Association”, hereinafter referred to as “the Association.”
ARTICLE II PURPOSE
The purpose of the Association is to foster, promote and protect the civic and residential interests of the community.
ARTICLE III BOUNDARY
The Greater Hillwood Citizens Association is made up of detached homes in Fairfax County and Falls Church City located in the Hillwood and Buffalo Park Tracts. Boundaries are as follows:
North: South Side of Broad St. (from S.Roosevelt St. to Cherry St.) South: Arlington Boulevard (from South St. to Cherry St.) East: S. Roosevelt/South St. (from the South Side of Broad St. to Arlington Boulevard) West: Cherry St. (east and west sides of Cherry from Arlington Boulevard to Hillwood Avenue and east side of Cherry from Hillwood to Broad)
ARTICLE IV MEMBERSHIP
Membership in the Association shall include, but not be limited to residents or owners of property located within the boundaries of the Association as established in Article III.
ARTICLE V OFFICERS
The Officers of the Association shall consist of a President, the immediate Past President, a Vice President, a Secretary and a Treasurer as well as an At Large Representative when the President and Vice President reside in the same jurisdiction, either Fairfax County or Falls Church City. When such is the case, an At-Large Representative shall be elected to ensure Board representation by an individual residing in the area not represented by the other Officers. When the positions of President, Vice President, Secretary and Treasurer are appointed across jurisdictional lines, the Board inclusion of an At-Large Representative is optional.
ARTICLE VI MEETINGS
Four meetings shall be held each year with the final meeting, the Annual Meeting, falling on the 2d Tuesday in December, for the purpose of electing officers for the coming year and for committee chairmen to report on any activities and accomplishments of their groups.
Special meetings of the Association may be called by the Executive Committee whenever necessary.
ARTICLE VII AMENDMENTS
Amendments to this Constitution may be adopted by a two-thirds majority of the members present and voting, PROVIDED that the amendment was either proposed at a preceding meeting or was published in the announcement of the meeting at which it is to be considered, PROVIDED FURTHER, that when proposed at a regular meeting, a discussion shall be appropriate but any vote for approval or adoption shall be inappropriate until the next regularly scheduled meeting of the Association.
NOTE: The foregoing represents the revised Constitution as adopted by the Association at its meeting on August 11, 1992 and amended at the April 21, 2009, June 18, 2013, and February 21, 2017 meetings.
